In the top of the firefighters helmet, there is a bag of water. On one side of the helmet there is a tube that will go from the water bag into the fighters mouth for a quick drink to stay hydrated. This bag also acts as extra protection when something falls on their head. when the water is out, there is still the normal padding inside the helmet keeping the fighter safe.

Is the bag refillable, or one-time use? If so, how? Does this make the helmet uncomfortable/bulky for the one wearing it?

Yes it is refillable. There will be a refill lid at the top of the helmet that has a one way stopper so that water can go in but not out. The helmet will look like it will be taller but it should not be uncomfortable. It depends on how full you really want it and how much water they will drink.
